I'll go out on a limb here and say if you have time to experiment with shock bumpers they can be a great fine tuning tool on the competition side of suspensions.
As mentioned earlier they probably aren't a substitute for the frame mounted bump stops but I can tell you from many years of racing experience that they can be the difference between a top 5 finish and winning.
They just aren't something that you throw any old style bumper on and it cures a problem like bottoming out suspension on a passenger car.
