Default Abnormal brake pedal feel

Recently I have installed a 17inch and 18inch wheel set up on my 2002 Camaro z28, I have noticed under heavy braking I can feel almost a chatter feeling or brake fade feeling through the pedal and not stopping as it used to. Not sure if the ABS is getting tripped out because of the wheel size but the front wheel set up is 245/40/17 and the rear is 295/35/18 need help. (no traction control if that helps)

More detail might help. New wheels? Used C5/c6 wheels? Tires? Spacers? Is the car lowered? Recent alignment? Brakes stock or modified? Type of brale pads? Etc.

All those questions aside, it almost sounds like an issue with glazed pads

You can't stagger the tires on the car without removing the ABS or reprogramming it.

The outer circumference of those tires is way different. For every rotation of your rear tire, your front tire rotates 1.06 times. The ABS is probably interpreting this as a slip/loss of traction and causing your ABS to actuate.
