About to do a brake job and I have a liter of ATE super blue racing brake fluid that has been on the shelf unopened since 2013. Is it a bad idea to use this? I don't want to defeat the purpose of the fluid has been degraded but this specific fluid is a bit hard to come by.

I also have some of this stuff that I bought several years ago from Sam. It's unopened and I'm hoping that the container is sealed. I doubt the lid has ever been taken off the container.

If the containers are still factory sealed you will be ok. ATE uses metal containers which have a longer shelf life than plastic.
If they have been opened, don’t even try. Opened bottles of brake fluid soak up moisture like a sponge. No bueno.

You should be fine. My can of ATE was a bit old, but unopened and sealed. Since I hated the though of wasting such a great fluid, I went for it. No problems whatsoever a year into using it. To be honest, I did buy some Motul brake fluid just to hedge my bet in case something went haywire with the ATE. lol.
