it can for certain types of rear ends. 3 channel has the least options for type of rear ends from what I've seen. Putting a reluctor ring on a carrier and making room in the housing for it and the sensor isn't always logical or cost effective.

The 99 I'm working on has 3 channel brakes and didn't come with traction control.

Is it possible to bypass the two rear 4 channel sensors?
