Default Power steering is not working

I must have turned the steering wheel lock to lock 100 times by now. This is an LS3 swapped '94 TransAm with stock LS F-body pump, res, and pulley. The lines are steel braided from Huron Speed so I'm not using a cooler. The system is at the point now where with engine running I can watch the reservoir with someone turning the wheel lock to lock and there are no bubbles. I can see the fluid circulating so I know there's movement. I have just under 1 qt in it right now. There are no leaks. My steering rack is a Cardone reman unit from ws6store. The pump is silent, I'm stumped.

There is a check valve in the pump that bleeds excess pressure. Maybe it is stuck open and not allowing the system to pressurize at all?

This video shows the component just after minute 1:00. Maybe you could lightly tap on the pump body in this area to see if it slides back into place?

Thanks for the heads up about the valve. Looks like there's no video link though.

I drove it home from the exhaust shop today and noticed it felt like there was power steering immediately off center but then hits a brick wall very quickly. Also high rpm seemed to barely help if at all. When I got home something smelled like burnt toast. Could've just been the new exhaust pipes. The steering wheel also felt like it was wobbling by the time I got home. I already ordered a Turn One pump so I'm gonna swap that in when it arrives. If that doesn't fix it, guess it's the rack.

If you don't have a leak, I would think it must be one of the two. You could also have an internal leak in the rack where pressure passes the piston freely:

Yes the person I spoke with at Turn One mentioned that's a possibility. He said odds are 80/20 it's the pump so that's why I'm throwing money at that first.

I should elaborate on the steering wheel wobble I mentioned earlier. It was so bad I actually thought one of my front wheels was coming loose, like the tie rod undid itself or lug nuts had fallen off. I drove the rest of the way home (2 blocks) in 1st gear.

My rack is a reman Cardone from ws6store and the pump is a reman ATSCO from ict billet.

Also awesome diagram thanks.

Just to be absolutely sure: the pressure hose goes to the bottom and return hose goes to the top of the rack correct?

Yea, the pressure line should be the top. Here's a good video showing an install. (Although they didn't know the sawzall trick to avoiding dropping the subframe...)

Well that's probably my issue then. The picture on Huron Speed's site shows the pressure line going to the bottom, that's why I did that.

Just spoke with Turn One, I ordered a pump from them last week. They said the pressure line is the bottom port. They also said if the lines were reversed then the steering wheel would be jerking and pulsating and may even blow out the input shaft seal. I'll just wait for the new pump to arrive and swap it in.

Sorry. My recollection of what the hose ends look like was off. Comparing them to pictures of the part, the bottom does look consistent with the pressure hose. (You can also match to your hoses.)

Just installed the new Turn One pump. I haven't started the car yet because it's late but I did fill the fluid and turn the wheel lock to lock a few times. With the reservoir cap off, every time I turn the wheels full left, I can see big bubbles churning up. There are no leaks that I can see. My understanding is there should be no bubbles. Do I just need to keep turning the wheel left and right until they clear up? Then start the car and turn the wheel more?

Well thankfully the power steering is working with this Turn One pump. I'm still not convinced the rack is in perfect working order though. At one point I had my wife turn the wheel while I went under the car to check for leaks and heard what sounded like air or liquid bubbles gurgling. It always happens when approaching the left lock. I managed to get a video of the noise and will post a link. This noise combined with the fact that bubbles are always present in the reservoir when turning the wheel also to the left lock make me think there's an internal leak in the rack. I'll email Turn One about this too.
