what adjustment to conmtrol arms?

what adjustment to conmtrol arms? I bought jegs control arms. ??? long time ago. I always thought the control arms make better traction buy pushing the tires more down with more adjustment. But a friend told me that the tires make more traction the more they are pushed up like a torque arm does right? it pushes the tires up. so is it necessary to adjust the control arms at all?
