First they are shoes, not pads. Pads are for disc brakes. Might help when you go to the store to buy them.
The shoe with the longer "pad" on it goes to the front. You will need a brake spring pliers and/or a pair of vice grips. Loosen the adjuster all the way, Take the springs off the shoe, put them back on the same way you take them off
get the springs all back on, adjust the adjuster enough so you have a little friction when you slide the drum back on. You might have to do it a few times. repeat on other side.
ONLY DO ONE SIDE AT A TIME if you forget how something goes together you can check the other side
