Default how do you adjust ebrake?

I can pull my ebrake to a 90* angle and it does not keep my car in place. So how do i tighten the line?

I imagine this would work but I'm not positive. If you take off the wheel and brake (caliper and rotor) you will see the e-brake pads. If you pull straight up on the circular thing it will pop up. Before I go any further, this can be tricky so don't try it if you aren't ready to spend some time. If you look down there is a cylindrical tube thing and if you pull the ebrake it will expand on each end. One end you can rotate and it will come out further. This is just one way I can think of since I just put a new rear-end in and was messing with stuff. It's hard to explain, it's almost like one of those thing you'd have to show someone. Or have pictures. I can't do either.

Uh, it self adjusts. Just yank the handle up and down a few times, its like a ratcheting mechanism. If that doesn't work its broke.
