Why aren't stainless steel rotors made?

All rotors rust unless you have an exotic that has carbon ceramics.
Is there some problem using stainless in rotors? Does anyone know?

I would think it has to do with the properties of the metal, it might retain heat longer then standard rotors causing brake fade more frequently.
I could be completely wrong though.
