Suspension & Brakes Springs | Shocks | Handling | Rotors

I have a "brake imbalance" problem. Please help me diagnose it.

Default I have a "brake imbalance" problem. Please help me diagnose it.

I took my car in for its bi-yearly inspection today, and it failed the "Brake Balance" test. The DMV employee expectedly didnt know the cause, and neither do i. According to the conclusion for the brake balance test, "Rear Axle- Difference left/right axle excessive." It came with a pciture/diagram that sort of shows whats wrong, but I'm not sure how to read it.

Does anyone know what a possibility is? Could it just be that the brakes need to be changed?

I will scan/upload a picture of the diagram as soon as I get home from work. In the meantime, thanks for the help.

What the heck state do you live in? I have never heard of that test before.
