bumps hit to hard

bumps hit to hard my 1995 z28 tires are easily hiting the bumps to hard. the front and back.
i recently changed the rear shock struts and they still hit to hard on bumps.
what can be the problem. just need some opinions on what it can be so i can ge t it fixed. guyz
