Default Warbling sound after front brake pad replacement?

I'm getting a warbling sound from the front axle after a local shop replaced my front pads. I have the PowerSlot/Hawk Plus combo from Thunder Racing, and bought the same pads again. They torqued the lugnuts, and I re-torqued them when I got home. They had forgotten to torque one nut, btw. Yeah, I know this can be done at home, but I live in an apartment complex and they frown on such things.

Before I had them installed, Thunder said that unless I could catch a fingernail on a groove in the old rotors, turning was not necessary. There were mild fluctuations in the rotor, but nothing I could catch a nail upon. The shop said they didn't need to be turned either.

Think they needed to be turned, or should I be looking elsewhere?
