Torque specs under load?

Torque specs under load? I am re-installing all my rear suspension components and was wondering if you torque the bolts down under load or not? Swaybar endlinks, Torque arm, LCAs, etc...
Specifclly the rear swaybar endlinks, do I tighten them down all they way and what are the torque specs?

Re: Torque specs under load? I tightened my endlinks to 18 ft/lbs.
LCA's to 70 ft/lbs.
Adj PHR to 62 ft/lbs.
Don't know about the torque arm, I do not have one those installed yet.
And yes it should be under a load.
