Many people don't like the stock deCarbons and change them new. When do they "feel" bad enough to change is very subjective. They slowly deteriorate until a driver feels a need to change.
One objective way of determining when shocks need replacing is to push down on each end of the car; if it rebounds once to neutral you are ok but if the end moves up and down then it is time to replace. Hope that helps. <img border="0" title="" alt="[Smile]" src="gr_stretch.gif" />

1) they are leaking oil
2) take them off and check (easy for the rear shocks)
3) excessive dive when braking.
the last one needs a bit of experience to be able to tell for sure. the bounce test doesn't work because if only one shock is bad, or if only the compression side of the shock is gone, the car won't be 'bouncy' -- but the experienced driver should see the excessive suspension movement.
I pulled a set of shocks off of a car (@40K miles) that had near 100% of its rebound damping left, but when you let go of the shaft it fell to the bottom with a clunk. They weren't leaking, and they would pass the 'bounce' test.
