With out a doubt do the suspension mods first. Going with a 275/40/17 tire could actually make the problems worse because there is less sidewall to cushion the shock of launching the car. Check out my sig for my mods.

Most of my wheel hop went away with my front sway bar. I still need a little more grip, but at least the burnouts are smooth and stable now. I would recommend sticking (ha, ha) with the 16's or even find some 15's for the track. Big tire sidewall will help. Low Profile tires are too hard.
