the people that are hearing increased noise that is induced directly by the rod/rod PHR (and not noise being transmitted through the PHR from other sources) are most likely experiencing one of following things:
1) the rod-ends are worn out and rattling,
2) the bolts holding the PHR in are not the right size for the sleeve on the rod-ends, causing it to rattle, or
3) a combination of 1 & 2
think of it as burning your hand by holding a metal rod and heating the other end with a blowtorch. it's not the metal rod that is creating the heat, it is simply transferring the heat that the torch is creating down the rod to where your hand is holding it.
new, high-quality rod ends are not going to actually be making any more noise than the rubber or poly bushings do....they just simply allow more noise to be generated by other parts of the car by transferring energy to the other parts of the car that are not solidly attached (plastic panels, t-tops, dash, etc.). it's up to you to decide whether the much higher performance is worth having that happen or not.
personally, i say go with the rod/rod PHR.

A 4th option would be not getting the bolts tight enough. You really have to crank them down and also use loctite. It shouldn't be much of an issue if the bolts are the right size or not. It's not the bolt that keeps them from moving around. The bolt simply squeezes the rod end center and the bushings really tight to the cars mounting tabs to hold them still. Even with the proper size bolts, if they are not tight enough they will move around and eventually elongate the mounting tab holes.
