Default Proper adjustment techniques...

Now there is always talk about adjustable PHB's and LCA's for centering the rear properly... but the proper way to make those adjustments is never discussed from what i have seen...

Is it just an alignment like on an alignment rack or is there another trick you just do up on a lift?

I had mine adjusted by the mechanic during my last alignment. Basically, I got a 4-wheel alignment.

For most people, the LCA's should be set to the same length as stock. Their adjustability comes more from the fact that they're rod-ended, meaning the fact that the rod ends attach with threading, they can be adjusted. As VIP1 said, if you have a shop that can do a four wheel alignment, they can help you get the rearend centered with your adjustable PHR. Otherwise, you can do it in your driveway with jackstands, some careful measurements, and a little patience.

Getting them the same length as stock is a starting point. Many cars from the factory come with the rear thrust angle off which will make the car do all sorts of wonderful things. I center the rear end off several references-not just the fender. Then you can adjust the thrust angle. The rear is usually zero toe or slightly toe'd in from the factory depending upon how it was built. You want the same toe on each side-this can be checked with strings. If the thrust angle is off your toe'd in rear end can exhibit a little bit of toe out on one side and a ton of toe-in on the other. That will cause the car to behave differently in right and left hand turns-or at launch.
