question about installing koni SA rears

question about installing koni SA rears
tried search, looked over the install on LS1howto but couldn't find anything.
my rear koni's (3rd gen) came with bushings, washers, and two nuts per shock. they also came with a black plastic sleeve that has a lip on one side. where does this sleeve go? my only guess is it acts like a grommet where the shock rd goes through the car but I don't know. anyone know what it's for and where it goes? thanks!

I installed same thing not too long ago. If Im not mistaken im pretty sure thats just a thread cover..used for packaging or you could put them on top when you're done with the install. That is if we're talking about the same thing.
