well, now you have to replace it. I hacksaw mine under the boot , between the spring.

When I put my new shocks up front I ran into the same thing. I took a dremel with a small (probably 1" or 1.5" diameter) cutoff wheel and just cut right down the middle of the bolt, down through the nut as far as you can go without cutting the boot up. At that point you can squeeze the two halves of the bolt together which will make the two pieces of the nut fall off, then you just push the bolt through.
And another +1 for packing that boot with grease. It's a lot easier to deal with grease than rusted on parts...
I'm surprised with as much material as you have removed that the nut hasn't broken by now. Just keep cutting until it comes off, or order some new boots.

Wow, mine were in bad shape after 116K miles. I cut mine off with an angle grinder. It cut into the rubber just a little, but it was still usable. I cant believe its still on there either. Can you use some PB blaster and hammer it through?

Did you cut all the way through the metal in the top piece? If you didn't, just cut off about a 1/4" of rubber around the hole, then smooth the cuts (you created) with a dremel tool or sandpaper. If there is still any gouges, just fill them in with epoxy putty. When it dries 30-60 minutes later smooth it up with a dremel or 400-600 grit sandpaper. and add a 1/8 " thick by 1-1.25" wide washer under the nut on the new shock. And put a heavy coat of Antiseize EVERYWHERE you saw rust before.
