Default wheel spin friction

was cleaning the brake calipers up today, and noticed that when i spin the rotor, there's a spot where it becomes hard to turn, like part of the disk is bent a little. the disk looks straight, but i can still notice it once i put the wheels back on too. i can spin them, and it just feels like something isn't right. just on the front wheels though.

anything i should look into? it was like this when i changed the pads about a month ago too. cleaning helped some, but it's still there.

i'll have to look and see if the shop has the equipment to do that tomorrow. if not, would just any brake place do it for cheap?

Your local autoparts store may be also able to turn them for you.
