Question brake balance question

it feels like my brakes or more dependent on the front than the rear. i know that the front is the primary braking but it feels like the rear isnt working at all. i have new brake rotors on all 4's and ceramic brake pads on all 4's.
is there anyway to adjust the balance?

It's not really a good idea to make the rear end up with more brake power than the front. For one thing, too much brake in the rear can cause axle hop under panic stops. I would say that because unless your doing hard stops then any crappy brakes should be sufficient. Some people actually put better brake pads in the front and pads with less friction in the rear, but I don't think I've heard of anyone doing the opposite.
