I have 17x11 ZR1 Wheels with 315 width tires on the rear. The next thing on my list is going to be springs/shocks/ panhard bar/ tunnel brace and lower control arm relocators. I am worried that my tires will rub though. Any thoughts?

Stockers work fine with 315's bump stop will hit first before the fender. Tire choice will determine if inner wheel wells need to be massaged. Fender roll will be required with any drop kit to prevent any shredding of the tire.
Personally I keep the stock height due to running true duals and keeping my already low exhaust from scrapping further. 17x11 really fill out the wheel well more, it has almost a half inch increase in tire height which really makes a difference from the side profile over the stock 16's.

Can someone explain what rolling the fender really is?
Isnt it just making the lip go up more rather than be at 90 degrees?
What type of shop would be best to take it to for rolling and bumpstop? Body or performance?

You might be able to get away with no fender rolling if using a 50mm offset if just using it for daily driving or drag racing. It's good insurance to roll the fenders though.
