Default Obama stimulus package new car clause question

Confusingly worded title, I know... but I have a question for the more tax-wise members. I'm reading online that the stimulus bill passed and that you can now right off the sales tax on a qualifying new car purchase.

Ummm... couldn't you already write that **** off? I'm pretty ******' sure I did that in 2007 when I bought a used '06 Silverado.

It's my understanding that you can deduct the sales tax on a vehicle purchase. Check out the instructions for Schedule A. Should be there.

So, what does that make this bill? A reminder?

"Oh yeah, by the way, now you can write off the sales tax when you buy a new car!"
"Couldn't I do that before?"
"Yeah."
"So, why is that in the bill, then?"
"It was just a reminder."

Its not just the sales tax, its supposed to be the interest on it also along with a 1300-4500 tax credit as well.
