Ironically enough, it looks like they are some sort of exhaust tips on top of the cowl. Guess he needs the exhaust up in case of high water.

It's not my car.. However, I am pretty familiar with the area. I purchased my Toby Ranger bandpass speaker box a few blocks away at the Toby Factory on Montgomery. I used to patrol the downtown area all the way up to University, back in the day..
