It appears that during inspection, the tint can't read lower than 20%. However, Texas Driving Law also states after-market window tinting can't be lower than 25%. They seem to contradict themselves, but maybe they are just allowing some leeway during inspection. If a vehicle's windows are actually slightly tinted (the glass itself) from the factory, then a 25% film would probably read lower than 25%.

See the link below.

Stright from http://www.txdps.state.tx.us/vi/Misc/faq/tint.htm
Yep, 20% will pass inspection, but 25% is technically it. I have 20 and haven't had any problems though.

Actually, I dont have tint on it. When driven, the car typically has the T-tops off and the windows down so there's no point in tint for me.

I just got my a/c fixed, and although my tint is kinda dark... i want to go darker! although, i really would like to keep it legal too... haha. With no cat, my car has hard enough time passing inspection. No front license plate either, hell, I'm going to be like the OP! haha. So where are the pics of legal tint??

I just had my daily driver's windows tinted yesterday. I had them do 18% all the way around which is just slightly darker than legal, but after looking at it, I really can't see a cop pulling me over for it. I think I made the right choice. Any darker would be getting into "limo" territory.

Here's 25%, I had 18% on my truck and it passed. When I go to get my windows tinted I just tell them I want the darkest legal tint I can have
