Default How to test golf cart battery charger?

I can't figure out why my golf card doesn't charge, the battery have around 2 volts, there is some corrosion, but not enough to affect resistance in the wire, and when i plug the charger into the wall and put my volt meter to the plug, nothing happens, I think it has to do with the charger being able to turn on and off automatically. Thanks

test your multimeter on a known source first to make sure you haven't burned up the fuse inside i.e an outlet in your wall. Test the amps coming out of the charger in series with positive and negative.
