There are even better substances that are designed to aBsorb only hydrocarbons and repel water. http://www.biomatrixusa.com/ -- this is probably one of the best.

However as mentioned above, the scale of the spill makes disbursing and then collecting these substances almost impossible. But whenever stuff starts to become affected near shore or start coming into inland lakes and streams (smaller scale) these type of things are highly effective at bio-remediation.
