I wouldn't say no speed limit, but plenty fast. As a first timer you won't go over 140 unless you have a license from another sanctioning body that they accept.
Unless the driver has significant time on a road course, a first timer should probably enter the slowest class with the 140 tech speed (115 average maybe).

Last year my buddies did it in a 'Vette: mph Score (Delta time) 0.003 +mph (0:00.068-t) San Antonio, TX, 96 Corvette, Target Speed 100.000 (35:24.000 +/-.011) [35:23.932 @ 100.003]
It's amazing that in a 59 mile run they can time trial at within .003 mph of the target average speed.
