The reason they pull over speeders is because gangsters and drug dealers speed, and they're hoping the stop I'll turn into something better. Pulling out the CHL tells them:
You probably pay taxes(a minority of people nowadays)
You aren't a felon
You have sworn that you don't use drugs
Your fingerprints are on file
You've taken a gun safety course
Not many forms of id can say all that. CHL carriers have lower arrest rates than off duty cops.

According to the Texas Transportation Code, speeding isnt an arrestable offense in Texas. You have to be charged with either street racing or a higher offense. A class C misdemeanor isnt an arrestable offense unless you get a warrant issued.
