title help !!!!!!

So i bought a 95 camaro from forums and i notice the car didnt have tags, so i went to the tax office to change the title over and get tags and it turns out that the guy that i bought it from never registered the car when he owned it and the previous owner notified the state of the sale of the vehicle over 2 years ago. So they tried to hit me with over 1200 bucks in penalties. i dont have that kind of money laying around but i have to get the title and tags ? does anyone have any ideas ?

Did you get a bill of sale with a date on it?

exactly what 1965GP said, if you didn't, call the seller and get one. There are plenty of Bill of Sale docs online that will suffice.

got a bill of sale but because the car wasn't in the guys name the tax office said they dont care ? that doesnt seem right to me, i just bought the car a day ago and now there saying im responsible for the penalties.

See if you can contact the original owner listed on the title and get the car put in your name. If you cant, you can get a bonded title for it in your name. Also you can get paper tags/temporary registration for 30 days if you need to be able to drive the car in the mean time.
