Looks like this is becoming common practice for them. Back in May they also capped home internet users.

AT&T users have come face-to-face with one of the Internet’s greatest foes: the bandwidth cap. AT&T announced Sunday that it plans to institute bandwidth caps on its DSL service beginning May 2, limiting regular users to 150GB a month and U-Verse subscribers to 250GB. Subscribers will have to break the bandwidth cap on three separate occasions before they face penalty charges, which run $10 per 50GB over the limits.

No, not even close, its pretty hard to reach that cap. You pretty much gotta be on the phone 24/7, streamin movies or music, and in that case, get a job!
