Talk to LegalZoom.com. I've been on the phone with them a few times and they're extremely helpful and had awesome customer service. They are worth spending a few bucks to get a lawyer on the phone and get real business advice.

You buy a business based on what it has done and is doing. Not based on what you think you can make it do. Buying it at $100k or even $80k are not good numbers. $6K a week is $312,000 a year, just based on that even if you doubled your salary your taking on a MASSIVE amount of extra work. What will your lease be per month? why is he wanting to sell it? You said the city has come by for tall grass and too tall of trees, in my books that's business 101. Problem 1 is he doesn't care about the property and the way it looks which will in turn drive customers away. Even tho "you" maybe the best person on the block.
Hard to say if it's a good business to buy without Tax returns and even looking at P&Ls don't always tell the full story of a business. There's many different ways to make a P&L look good... Best of luck.
