Just curious, why does the power curve dip between 3500-4500rpm's?

So am I, we did a heads, cam, intake and converter on my friends ls1 a while back and after it got tuned it did the same and you could actually feel it fall on it's face. Eventually Pat G did some tuning on it and it went away. Car could've had more but it had other issues going against it.

Could it be that the fast was choking it as they say it was what was seeing it back?
