Texas emissions program?

Texas emissions program?

I thought TX got rid of its emissions program before it even started, however I carfaxed a mustang

for a friend and it came back with this

2004-09-17 HOUSTON,TX Independent Emission Source FAILED EMISSION INSPECTION

2004-09-17 HOUSTON,TX Independent Emission Source PASSED EMISSION INSPECTION

Can anybody shed some light on this?

Failed and brought back the same day and passed???

prolly entered wrong the first time, or he got in it and drove it to a shop around the corner.....then slipped a 20$ up where the insurance card is supossed to go

In Houston there are no emissions test for 96+ cars, they just scan the computer for codes.

Is the Mustang a 1995 or older for it to require an emissions test?

Damn, I need to come down there and get my **** tested lol. We have emissions up here. They even have emissions VANS parked on the side of the highway remote scanning for high emitters. They can tag your car as a high emitter, and when it comes time for registration they won't allow you to register til you pass emissions again.
