you sir are wrong... .030 over is a 355, a .060 bore gets you almost 360ish
a 383 has a 4.125 stroke and .030 bore if im not mistaken...that is why it is called a stroker motor
If someone's going to build a quality motor, they'll likely use a seasoned block and build a .030 over 350. If someone just wants something to run, for cheap, then they'd build a .060 over 350. Odds are good that this motor is in that category.
The extra cubes won't get you any "more power" (at least, none you'd really notice) over a 350. It'd probably be OK, but don't expect much from a $75 motor.
Don't expect it to be balanced, have proper endplay, or perfect oil pressure. But it'll probably run.
