tactic. and for all you people who think only young drunks are going to be the targets, know that it only takes a small amount to get someone "legally" drunk. basically,any average sized person that has more than 2 drinks per hour will blow over the legal limit, even if they don't feel "buzzed", let alone anywhere near drunk. CYA.
