I like the idea about the sprinklers, do it in the middle of the night so he doesnt see you. or just hook the water hose up and then turn it on in the middle of the night and just let it run, the water running down the street might get someones attention.

If you wanna get his *** double...right after you get him fined, shut off his water supply and make that biaoch wake up to no water. He'll either run really late to work if he figures out WTF is wrong (hopefully he wont have the tool needed to re-open) or he'll go to work with a dirty *** and teeth
