I am not so much interested in getting around this law or what steps to translate it. I just want it changed so that the LP on the front is not a requirement. It servers no purpose whatsoever. I'll still pay the same fee's for the license and the state can save 50% for only having to make only 1 plate. It's just a dumb law. If it had any real purpose the law would be more closely defined in the books.

1) it gives cops a reason to pull people over and check them out... i'm sure there are times when this accomplishes something good, but i think for the post part it just lets them go on a power trip and bust your *****.
2) its useful for laser speed detection and for photo cop systems (both speed and red light)
3) to mark your point about the state saving money, i'm willing to bet that your registration fees cover most, if not all of the cost of the plates themselves.
in summary, it does have a point... but its all points that oppress us, and thus we dont want them. some people are only concerned about their car not looking good with the front plate on, but people like me are concerned about both reasons.

my dad was a cop for like 30 years and him and everyone he knew on the department didn't give a **** about front plates as long as they usually had them in the window... and even at that.. they rarely paid attention to it. pretty much... if they write you a ticket you either deserved it for being a smart *** or being stupid... or the cop was having a shitty day... in which... if he didn't write you for the plate... he would have found something else to write you for.

I can only relate my story,
If you are not going to put up your plate MAKE SURE you have called DPS and checked for warrents (I had a old school MIP for alcohol from Padre) and damned if 6 years later I happened to be in Guadalupe Co. rookie nailed me for no front plate and blamo 1 night in a cold cell. Whats wierd is that I had been tagged for no plate alot of times and pulled over, just warned ect ect. But they must have gotten there Data online or some ****.
My old excuse "The plate is on from the dealership, but they put this cover on over it and its got some wierd screws holding it in place. I dont know how to get it off" Worked like a charm every time
However after getting arrested on that non-related issue I can't seem to force myself to put the plate back on. I've got some mental block now or something. This is why Rookie *** cops suck, kid could cut me slack and I woulda taken care of it.

I just don't put it on.
Got a speeding ticket and the officer writing the ticket didn't even notice or didn't care. Got pulled over again specifically for not having the plate. I told him the plate is in the back of the car (because it is) and I haven't put it on as I just bought the car (which isn't true) and the previous owner had left it off. Of course, if I ever get pulled over by that specific Constable again, I'm hosed.
