All State penal codes apply for Troopers.....cities can have different penal codes or they can just follow what the state has set forth.....the state penal codes are just a basic requirement that has to be met, the city can deem them not scrict enough.

Most cities require the plate to be at the front most part of the vehicle and be visable by at least 50 feet.

Example state highway speed is 70 in the day time....go through Denton, TX on I35-E and the speed limit is 55 at all times.
