yes, it has one washer(3 are missing but the one can be used to line it up) but I had to reuse the mounting bolts as the shifter I bought didnt have any so your buddy should be able to reuse his also.....and I talked to Josh earlier he said he might be able to meet me somewhere tomorrow night and if not we'll meet on Saturday when he gets off work.....
