I was told something similar, but the numbers they gave me were 20% and 25% instead of 15% and 20%.

i just had mine done fortunately mine is not illegal however the guy said he doesnt fail anyone he just does it incase someone is watching they see him put the device on the window.

if its in the system the computer does not tell you what it failed for!!, when it failes for an emmisions related item[not safety] all the computer brings up is a repair screen letting the inspector know it failed somewhere else! for what it doesnt say!

TRUE then it asks ir were repairs where done there and how much the repairs were

There's a place here that would even get another mechanic to honk the horn of a different car if yours was broke

um....i never have to worry about inspection. Dad is a manager at firestone, friend works at firestone and ANOTHER friend will always pass my car. ^_^

I am not very smart, but i am pretty sure that $38.50+$12.50 does not equal $40.00

Not exactly sure what you are trying to say here by quoting me.... besides, its $27 for the emissions, and $12.50 for the safety. $39.50.
