What does it mean to be a "licensed contractor" if you're an independent residential

What does it mean to be a "licensed contractor" if you're an independent residential
construction contractor? I told my friend that it means being a registered Home Builder/Remodel with the Texas Residential Construction Commission. Is that correct?

Only specialty contractors, including HVAC, fire sprinkler systems, plumbing, electricians and well drilling/pump installation specialists, need to be licensed in Texas.
Home builders are not licensed, but are required to register with the state.
