There is another thread on this I think. I dont think its illegal because a roush mustang(not the new ones well the new ones may but like the 2000-2004 modles) has side exhaust but it is aimed out and not under the car if that makes a difference.

I didn't read all the responses so it's probably already been said, but in the State of Texas it isn't Illegal to dump your exhaust, but you will get a noise ticket if you get pulled over and have trouble passing inspection.
I had dumps on my 85 Ranger and it was past the passenger cabin (legal) but got me a couple of noise tickets. It also cost a little extra to get it to pass inspection

the fumes aren't what's the big deal. it's the carbon monoxide that your engine emits when it is running. carbon monoxide is colorless and odorless, and you don't know it's there until it's too late. that is the reason it's the law that your exhaust must exit out from under the passenger compartment of the vehicle. it may sound cool, but it's unsafe as hell. you can get loud enough exhaust that's legal
on a side note, a friend of mine dumped his exhaust before the rear axle (actually he cut it off and left it pointing straight at the axle), and the heat burned up his rear end. just something to think about also
