No fangs + no venom sacs make for a Cobra that cannot kill.

I do agree that doing that to a child is very wrong though.

Cobras are not constrictors..... while being a powerful snake, they rely on their venom to kill and not their body strength like a python or boa.

Im not saying that this was right to do to a small child, but I dont think that it was capable of killing it via strangulation.
