You can find a local industrial nut and bolt place and buy some metric threaded rod, a couple of nuts, and a couple of large washers. I bought 3' of threaded rod, nuts and washers, for something like $20 a few years ago. I cut off about 8", used a spare piece of pipe I had laying around (about 4" long), and voila... Harmonic Dampener Installation Tool. Use the same tool to install the crank gear for the timing set.
I also cut off about 6" of the rod and use it when removing the balancer and crank gear (use it for the center of the puller to push against).
I don't recall the bolt size/pitch for the crank, but it's probably around here somewhere.
