where to get gm specialty tools
They don't have an online catalog, but you can request a free one. Make sure you get the GM book.
Ebay usually has a lot of Kent Moore tools as well, but usually with no description. Get the catalog so you know what J-tool number you need, or it will list the J-tool number for a specific job in a factory service manual.

Edit: Just checked the online service website...
Head bolts: J 42385-107 (for removing old thread locking material)
I can't find a specific tool for the main caps, but the entire kit for heads and mains is J 42385-100
