how do you think this was welded?
if it's mig - it looks ok, but try not to sacrifice penetration for what is perceived as visual appeal
if it's stick - it's not stick
if it's flux - although i'm sure it's a good weld for all intents and purposes, you've got some spatter and the travel method would indicate a strong chance for slag entrapment in the root of the joint and/or lack of penetration. again the spatter would indicate not running enough amperage in this situation.
i've never welded cast to plate before, so i can't say...maybe there's no way around the spatter....looks like a regular old hardwire mig weld to me
EDIT: flux-core on a 110v machine would be my guess now that i look at it again

it wasn't mig, the spatter is wrong, it wasn't TIG unless it was contaminated with something.
