you will need to use a carbide drill bit to drill it out

You are gunna have to take it to a machine shop and have them EDM it out.

"Electric discharge machining (EDM), sometimes colloquially also referred to as spark machining, spark eroding, burning, die sinking or wire erosion,[1] is a manufacturing process whereby a desired shape is obtained using electrical discharges (sparks). Material is removed from the workpiece by a series of rapidly recurring current discharges between two electrodes, separated by a dielectric liquid and subject to an electric voltage."

Use a Blue Wrench...aka a torch. That is the quickest and easiest way to get it done. Just ask the diesel crowd about it. Blast it out, then clean up the threads after you are done. Ready for a new bolt.

alot of taps, you can shatter depending on your situation, ive had decent luck with a good punch, although the torch is a good alternative as well

If the extractor is busted off flush with the surface you can lay a nut over it and fill it with weld. Then if you are lucky it will back out with a wrench.

That might weld the head material to the extractor. by grounding through it. Ive seen it work on normal bolts though. Try that, then blow the bolt/ extractor out of the hole with the "blue wrench" .

I am not sure that you can weld cast iron to that grade of steel or the steel bolt/nut with just a regular 6011 rod.

You can Silicon Bronze weld to cast iron with a little pre-heating. I wouldn't rely on the strength of it though.

The best way to get the extractor out and possibly even the only way is to get it EDM'ed out or to properly use a Carbide bit. Carbide bits will chew through just about anything. The key to carbide is to keep it cool and spin it fast as you can. A 1/4" bit requires about 7,000rpm to cut and not chip the cutter itself. I find that chucking up a 1/4" carbide bit into my 90 degree die grinder will get you hole in just about anything.
