PM problem
Click on User CP in the upper left then click on Edit Options on the left, then check your Private Messaging options. There are four options there. The first one needs a check mark.

I have a feeling this may not be the issue. If a user does not have PMs accepted, Moderators cannot contact them via PM as the feature will be disabled. It won't go into a void. Administrators, however, are exempt from this rule. This means that if you were able to send a PM, as a Moderator, then the user must have the feature enabled.
If the user had the feature set to only Contacts and Moderators, then I would not be able to send a PM to the user. I have not done so, but it shows the user does accept PMs and I can send the user one.
Only thing I could think of is the ignore feature, but that shouldn't be the case, here.
