Are you trying to upload to the Album or Garage? If so, that error generally means the file size is too big. Current restrictions for that area are:
Maximum File Size per Picture 97.7 KB
Maximum Picture Dimensions 600 by 600 Pixels
If the file size is considerably over the above, you will receive a failed upload error.

Sorry, that error also applies to Attachments (uploading pictures via the Attachment manager).
The following is the restrictions for the Attachment manager:
Files that are over the above limitations will error with a failed upload message.
